Achievements

HRAH actively interacted with the Government of Haryana regarding New Tourism Policy and resolved many issues in the Latest Haryana Tourism Policy 2008:

The HRAH’s Achievements in Tourism Policy 08 are highlighted:

  • Declaring Hotel Industry as INDUSTRY alongwith eligibility norms for its growth. (Page 21 & 22 of Tourism Policy 2008)
  • The HRAH has been demanding “Tourism Development Council” for the participation in the Government sector for playing an active role in policy making for the last 12 years which has now been fulfilled by the Tourism Policy of 2008 by the present Haryana Government. (Page 5 of Tourism Policy 2008).
  • The other demands of Hotel and Restaurant Association of Haryana was the generation of Land Bank/Land Resource have also been met. (Page 13 of Tourism Policy 2008).
  • Development of Tourist Circuit Panipat – Kurukshetra – Pinjore. (Page 7 of Tourism Policy 2008).
  • Facilitating the role of private sector will be done by the Haryana Government for grant of incentives. (Page 11 & 12 of Tourism Policy 2008).
  • Marketing and Human Resource Development by Haryana Government. (Page 17 of Tourism Policy 2008).
  • Norms have been set for the New Hotel Projects for grant of benefits and incentives, as demanded by the HRAH. (Page 11 & 12 of Tourism Policy 2008).

The Hotel & Restaurant Association of Haryana in recent past has provided a forum and voiced grievances on various hotel issues to state authorities:

  • Providing necessary guidance for Award of L-4, L-5 Bar Licenses to Reputed Hotels and Clubs in the Excise policy for the last 12 years.
  •  Solving of Bar related problems like fixing of prices and making available different brands of liquor for the Bar Licences.
  • Reduction of Entertainment Tax to 25% from the previous 125% on sports related activity, like Bowling Alley/Go-Karting and Discotheque.
  • Rebate in Service Tax in Hotels where substantial meal is served.
  • Obtained Stay against State Government for imposing prohibition of Liquor in Classified Hotels in 1998.
  • Reduction in the C.L.U. charges and now getting C.L.U clearance for land located on NH/State Highway in agriculture zones.
  • Hotel & Restaurant Association of Haryana contested the legal case for exemption of Sales Tax on Liquor for the year 1998-99 on behalf of all Hotels and Restaurants.
  • The Association had recently appealed to the State Government to reconsider the matter of imposition of the Luxury Tax on Hotels w.e.f. 12 September, 2007 and could thus increase the ceiling in room tariff from Rs. 800/- to Rs. 2000/-.

Secondly with HRAH’s efforts it is now being charged on Actuals @ 10% only on Rooms being sold above Rs. 2000/-

Currently, Hotel & Restaurant Association of Haryana is taking up major concerns/issues.

Besides this many related issues like inspections for Star Classification; Co-operation in becoming members of HRANI & FHRAI; Various State Govt. & Central Govt. notifications; Norms and conditions for the New Entrepreneurs venturing into Hospitality Sector in Haryana; Guidance for obtaining CLU and Information & necessary requisites are always provided from the Hotel & Restaurant Association of Haryana Office at all times to its Members.
